NOTES ON ITS PREPARATION
Availability of data
All the data needed to replicate the regressions reported, are printed in this Appendix. This 'regression input' data, e.g. the real price of tobacco in 1990 US dollars, was calculated from raw data as it appears in various publications. For those who wish to analyse the regression input data in their own way, or who wish to check that the raw data have been correctly extracted and manipulated into the regression input data, a free IBM PC floppy disk containing both raw and regression data in ASCII files is available. The OECD data
Data on private final consumption expenditure (PFCE) on tobacco was taken from OECD National Accounts Detailed Tables Volume 2, e.g. OECD (1991a). These volumes generally contain the latest available 13 years. As the figures are subject to revision after being published, generally at the five year intervals at which the base year for expressing constant prices changes, the data was extracted from the last volume in which a set of years was published. Data for 1964 to 1973 was extracted from the 1983 volume, for 1973 to 1977 from the 1987 volume, and 1977 to 1989 from the latest available, 1991, volume.
Earlier PFCE's at constant prices were converted to the prices in the latest volume by multiplying by the ratio of the constant price PFCE given in the later volume to the constant price PFCE given in the earlier volume for the overlap year. As not all countries reported PFCE's at constant prices in the latest volume at 1985 prices, those that were not were converted to 1985 prices by multiplying by the GDP price index for 1985 and dividing by the GDP price index for the year in which they were expressed. Note that this does not affect any year on year changes in either the tobacco consumption or real price series.
Sweden
Figures for 1977 to 1979 did not appear in the 1991 volume, as they did for other countries. Therefore figures for these years were taken from the 1983 volume.
United Kingdom
Figures published in both OECD (1991a) and United Kingdom Central Statistical Office (1988), and indeed all other years for both publications, show an 8.2 per cent rise in PFCE on tobacco at constant prices in 1978. As, taken with the 7.1 per cent rise in current price PFCE, this implies a decrease in actual price, the Central Statistical Office was contacted. After investigation, they supplied corrected figures for constant price PFCE on tobacco which have been used. The corrected figures show a 0.1 per cent decline, implying a more plausible 7.2 per cent rise in actual prices in 1978. This correction would subsequently appear in print were it not for the fact that 1977 will drop out of both publications in their next issues.
Non-OECD data
Where no data has been published by the OECD, use was made of data directly obtained from each country. As explained earlier, a complete 'direct' data set covering 1964 to 1990, for all 22 countries, had been created for the purpose of this study. The direct data set however was based on cigarettes, both manufactured and hand rolled, rather than tobacco. The direct data was used for two of the ban countries.
Iceland
For Iceland non-OECD data was used for 1973 to 1976, and 1988 to 1989. Cigarette consumption and retail price data were supplied by ATVR, the government importing monopoly for all tobacco in Iceland. Consumption of tobacco in cigars is quite substantial in Iceland, but unless its share of total tobacco changed markedly over either of these two short periods, the cigarette volume index would be a good guide to the total tobacco volume index. It should be remembered that the weight assigned to Iceland in the study was only 2 per cent of the total of the six ban countries.
Portugal
As Portugal has submitted no PFCE's on tobacco to the OECD, direct data had to be used for all 27 years. Figures for millions of cigarettes, and tonnes of handrolling tobacco, together with retail prices, were supplied by the market research department of Tabaqueira, the government tobacco monopoly, for the years 1970 to 1990. Cigarette consumption figures for 1964 to 1969 were interpolated from the 1960, 1965 and 1970 per capita consumption figures given in OECD (1985). Price figures were taken from the same publication. In Portugal cigarettes are quite cheap, and in 1972, the last year for which figures are available (Lee, 1975), the non- cigarette tobacco consumption consisted of one cigar per 9,000 cigarettes consumed. If this sector has since increased its importance, then tobacco consumption would have risen faster than the cigarette consumption used for this study. The use of cigarette data would thus tend to under-estimate the positive effect of advertising bans on tobacco consumption.
Direct data was also used, in whole or in part, for 8 of the 16 non-ban countries, as follows:
Japan
No tobacco data has ever been submitted to the OECD, so data from a history, (in six volumes of over 2000 pages), of the Japan Tobacco & Salt Public Corporation was obtained. Figures for 1964 to 1969 are from Senbaishi (1978), and for 1970 to 1984 from Senbaishi (1990). Those for 1985 to 1990 are taken from a public release by the Tobacco Institute of Japan. Prices are controlled by law and no discounting is allowed. The price figures were supplied by the Management and Coordination Agency, The Prime Minister's Office. According to Lee (1975) cigarettes accounted for 99.8 per cent of tobacco in 1973. Japan accounts for 18 per cent of the population of OECD countries which have not banned advertising, so it is fortunate that full and meticulous data is available, albeit not via the OECD.
Australia
Non-OECD data was used only for 1964-1969 and 1989. Cigarette consumption data was pooled manufacturers' sales to the retail trade, with half of the loose tobacco weight being assumed to be for handrolling cigarettes. The price index for tobacco was taken from Australian Bureau of Statistics Publications Cat # 6401. Australia accounts for 2 per cent of the population of the non-ban OECD countries.
New Zealand
Although OECD data was published for 1982 to 1988, the direct time series has been used throughout, rather than interrupting it for just 7 years of OECD data. The consumption data were compiled by the Information Consultancy Group, Department of Statistics, from annual and monthly Abstracts of Statistics, and are calculated from production for domestic consumption plus imports. The price data was compiled by the Prices Section of the Department of Statistics using prices collected from selected retail outlets for inclusion in the Consumers Price Index. Lee (1975) shows no consumption of tobacco in 1973 except in the form of cigarettes and loose tobacco. Half of the loose tobacco consumption was assumed to be used for hand rolling cigarettes. New Zealand accounts for 0.5 per cent of the population of non-ban OECD countries.
Denmark
Non-OECD data was used only for the first two years of the study, 1964 and 1965. The figures are production for domestic consumption plus imports. The numbers of hand rolled cigarettes are estimated from the number of cigarette papers sold less 5 per cent. The price series was based on the price of the dominant brand of cigarette. Denmark accounts for 0.8 per cent of the population of non-ban OECD countries.
Ireland
Non-OECD data was used only for the first 6 and last 2 years. Consumption data was based on pooled manufacturers' sales to the retail trade, and was not available for 1964 and 1965. These two years were estimated by backcasting using the 2.6 per cent annual average growth over the years 1966 to 1970. The price series was based on the retail price of a single major brand of cigarette, and of handrolling tobacco. These prices were not available prior to 1972, so they were backcasted using the PFCE price index, i.e. assuming no change in real price. The non-OECD data for Ireland is clearly less than completely satisfactory but it was used for only 8 out of the 27 years and Ireland accounts for only 0.5 per cent of the population of non-ban OECD countries.
Netherlands
Direct data was used only for the first 5 years of the study. The source of the consumption data for cigarettes and smoking tobacco, based on fiscal stamps, was the Ministry of Finance, Dienst Zegelwaarden. The price data was based on the most popular price of a single major brand of cigarettes and of rolling tobacco. Other forms of tobacco consumption are significant; Lee (1975) shows cigars and cigarillos declining from 26 per cent to 22 per cent over the 1964 to 1969 period for which non-OECD data was used. Thus the 4 per cent increase in the cigarette consumption figures used in this study over these years slightly overstates the increase in tobacco consumption. Netherlands accounts for 2.2 per cent of the population of non-ban OECD countries.
Spain
Although OECD data was published for 1986 and 1987, the direct data has been used throughout, rather than interrupt the series for just two years. The source of the data is a publication of the Spanish government tobacco monopoly Tabacalera (1990). Data for 1990 show that cut loose tobacco and cigars are less than 1 per cent of tobacco consumption. Spain accounts for 5.6 per cent of the population of non-ban OECD countries.
Switzerland
No OECD data has been published, so figures from the Swiss Cigarette Manufacturers' Association had to be used for all years. Switzerland accounts for 1.1 per cent of the population of non-ban OECD countries.
