Munro urges state to avoid hiring smokersMunro said Monday he has had talks with the state Department of Personnel and the attorney general's office about his proposal, which he acknowledged would prompt constitutional questions if it is submitted as legislation. ``The thought is trying to send a message to young people that this is more than a health issue. ... This also could mean you won't get a job,'' Munro said. ``There's no question we can back it up with health statistics. The question is: Can we take it to the next step?'' he asked. Spokesmen for the American Civil Liberties Union of Washington and the Washington Federation of State Employees said they respect Munro for his efforts but are concerned about the proposal. ``We don't defend the tobacco industry,'' said Tim Welch, spokesman for the federation that represents state workers. ``But until tobacco use is made illegal, we have a real problem about determining a person's job status on the basis of those products.'' Added ACLU lobbyist Jerry Sheehan: ``The government should not be discriminating against people for private legal conduct.''
