Gentlemen,

The enclosed materials are filed to supplement information provided with my original complaint of October 27, 1997 (as presented in person at the Seattle FBI office, and sent by certified mail on that day) and my follow-up of November 3, 1997, as faxed and sent by US mail:

1. Product Safety Alert - As prepared by me for public distribution on the Internet, and for distribution by other means as possible. While I am certain that the bureau is pursuing whatever courses of action that it deems to be appropriate on my complaint, persons who lawfully consume legal tobacco products are still confronted with a very real and frightening threat to their personal safety by the ongoing promotion of a tested and proven method of tobacco product cyanide tampering. In view of these circumstances it seems that affecting broad public notice of this cyanide threat is the best that we can do at this time.

Were lawful consumers of other legal products, such as Sudafed and Tylenol, confronted with such limited options to protect their personal safety when those products were the subject of cyanide product tampering? The historical record says that they were not. There are three differences I can identify that may account for the silence on cyanide in cigarettes, as contrasted with the wide media coverage and FBI involvement in the Sudafed and Tylenol incidents:

a.) The Sudafed and Tylenol incidents were not promoted and perpetrated by persons who were federally subsidized, or who stood to benefit professionally and economically from their unlawful and lethal acts. ASH is federally subsidized, at a minimum through its tax exempt status as a 501 (c)(3) foundation. Both ASH and Mr. Banzhaf stand to realize significant benefits from the proposed tobacco settlements, in addition to their current benefits as members of the activist anti-tobacco enterprise.

b.) Neither Sudafed nor Tylenol products were the subject of a several hundred million dollar professional activist "anti" effort by the US Government to justify levying new taxes on them. Tobacco products are the subject of such a government activist effort through Project ASSIST and other taxpayer financed anti-tobacco enterprises.

c.) Neither the Sudafed nor the Tylenol perpetrators were publicly honored at the White House in a special ceremony. Both John Banzhaf, Esq. and ASH have been so honored by President Clinton at the White House.

Perhaps the above three distinctions account for the fact that in thirty days since filing my complaint I have not received a written reply from any FBI office, nor have I been contacted by any representative of the FBI regarding these matters.

Notwithstanding the above three distinctions, persons who lawfully consume legal tobacco products bear the brunt of an ongoing and continuous assault upon their persons through the fear engendered by the promotion of a tested and proven tobacco product cyanide tampering scheme on the Internet by ASH and Mr. Banzhaf as that enterprise's Executive Director.

2. Letter of November 29, 1997 to John Banzhaf, Esq. - of Action On Smoking And Health (ASH). As of last week ASH still has their promotion of this cyanide product tampering plan on its Internet web site. On the Saturday prior to filing my complaint (October 25), I called ASH and spoke with a person who identified himself as Mr. Banzhaf. I informed him of my objections to promotion of the cyanide tampering plan on their web site. Mr. Banzhaf's response was to laugh, and to ask me if I could call back sometime during the following week, as they were very busy with important matters in a board meeting.

In view of this history I feel that it is important that Mr. Banzhaf and Action On Smoking And Health be informed of my continuing objection to promotion of lethal actions against persons who smoke, and that the ongoing promotion of the cyanide product tampering scheme is an continuing assault upon my person.

While I am sensitive to the needs of investigative organizations to avoid undue interference with their efforts, the fact remains that I, and millions of other persons who smoke, are confronted daily with the fear for our personal safety that is deliberately promoted by a federally subsidized anti-tobacco enterprise, Action On Smoking and Health. This fear is not legitimately addressed by consumers of tobacco products just quitting, anymore than it would have been legitimately addressed by consumers of Tylenol and Sudafed just not buying those products. This fear is only addressed by aggressive law enforcement action through due process of law against the perpetrators of this anti-tobacco domestic terrorism campaign.

Sudafed and Tylenol were and are legal products that were and are lawfully consumed by adults. Cigarettes are a legal product that is lawfully consumed by adults. To even consider, let alone actually state, the possibility that lawful consumers of legal tobacco products should just quit doing so to eliminate their fear for their personal safety is to legitimize federally funded and subsidized domestic terrorism in pursuit of new tax revenue sources. This is fundamentally opposed to every legal and moral premise upon which this nation is founded. It is also an outright violation of the civil rights of tobacco product consumers.

Having acquired and read a copy of "GASP! A Novel of Revenge" it is clear to me that the book is very real, and that it does contain a detailed plan for tobacco product cyanide tampering that can result in the deaths of hundreds, if not thousands, of tobacco product consumers. The book does contain details of how to implement a cyanide product tampering schemeto the point of an explicit description of how to substitute a tampered pack of cigarettes for a regular pack of cigarettes at a retail establishment. The threat of, and fear engendered by, ASH's promotion of this book is, therefore, very real, and it is not a delusional construction.

I ask that the FBI and the Justice Department aggressively pursue due process of law to eliminate this assault upon the persons of those who lawfully consume legal tobacco products.

3. Anti-Tobacco Violence - as written for publication and dated November 12, 1997. While only a small summary of acts of violence against persons who smoke, that editorial establishes the reality of widespread violence, as well as the systematic promotion of hate crimes and violence by anti-tobacco activists. The promotion of a scheme for tobacco product tampering with cyanide cannot, therefore, be viewed as an isolated example. The facts clearly establish the reality of a justified fear for their personal safety by any adult who lawfully consumes tobacco products.

I ask that the FBI and the Justice Department aggressively pursue due process of law to eliminate this assault upon the persons of those who lawfully consume legal tobacco products.

4. President Clinton And Chinese Tobacco - as written for publication and dated November 24, 1997. While, again, only a brief summary of relevant facts, that editorial establishes that federally funded and subsidized anti-tobacco is an integral part of the political process. It is clear that those in public office, including the persons who occupy the two highest elected offices in this nation, intend to, and do, use tobacco to meet their personal and political party objectives.

Were it not for the extreme seriousness of the threat to national security and the physical safety of those who smoke posed by anti-tobacco, these events would be tragically comical. Here we have the President and Vice President of this great nation systematically destroying USA American tobacco manufacturers and jobs, while at the same time accepting hundreds of thousands in campaign finance donations from the largest tobacco interest in the worldthe Communist Chinese state owned tobacco monopoly. After hanging our heads in abject shame for the self-serving gutter level to which anti-tobacco has diminished our political process, we should wet our pants in stark fear over the implications to national security that these events represent.

And, as with Mr. Banzhaf and ASH who promote the domestic terrorism of cyanide product tampering, the President seems to feel that it is appropriate to also honor Mr. Ted Sioeng, representative of the Communist Chinese tobacco monopoly. As you are probably aware, Mr. Sioeng is a Red Chinese state licensed distributor for Chinese tobacco products. And so we have in June of 1996 the person who exports Communist Chinese Red Mountain Pagoda cigarettes to the USA donating $250,000 to the Democratic National Convention (DNC) and sitting at a place of honor beside the President of the United States at a DNC fund-raising dinner.

Put the two together, ladies and gentlemen. On the one hand alleged anti-tobacco advocates such as President Clinton and Vice President Gore use, and honor, enterprises such as ASH to take steps that will destroy USA tobacco manufacturers and jobs, while on the other hand actively supporting the interests of those who import Chinese Red Mountain Pagoda cigarettes into the USA. Is using domestic terrorism to destroy USA tobacco manufacturers and jobs, while simultaneously promoting the interests of Communist Chinese who export their tobacco products to the USA, an acceptable course of action for any US government official to take? I respectfully submit that this issue merits and requires aggressive review by USA federal law enforcement.

I bring to your attention that, as stated on page three of my letter to Mr. Banzhaf, this matter is not about first amendment rights of authors to write as they choose. As I am a published author, you may be assured that I have great respect for the rights guaranteed to all US citizens by our constitution and the Bill of Rights. I also mention that any issues regarding civil liability of publishers are currently being addressed in the courts, most recently in the 4th Circuit Court of Appeals decision in the matter regarding the book "Hit Man: A Technical Manual for Independent Contractors."

This issue is about the use of federally subsidized enterprises to promote domestic terrorism as directed against persons who have been defined as a "target group" by US Government agencies, and the unlawful conduct of professional activists affiliated with those government agencies. This issue is about removing a ongoing assault by a federally subsidized enterprise upon the persons of those who lawfully consume legal tobacco products. This issue is also about the threat to national security posed by elected politicians using their offices to systematically destroy USA manufacturers and jobs, while simultaneously accepting huge financial donations from foreign communist business interests who import tobacco products to the USA. Any of these issues should be of immediate and aggressive interest to the Justice Department and to the FBI. Please, gentlemen and ladies, do your duty.
