While this may be technically true from a mechanistic point of view, the essence of a bar, pub of restaurant is to create an enjoyable environment. There is never an essential need to go to restaurants or pubs in the first place, as drinking and feeding can be performed at home. This is, in fact, what many smokers choose to do when smoking bans are implemented, with the consequential devastating business effects on the hospitality industry.
The prohibition of public smoking indeed impairs the work process of restaurants, pubs, and very often of other workplaces such as offices and factories. The hard proof is in the sharp decline of productivity of certain workplaces since smokers have been discriminated against.
Even more dramatically, the disastrous decline of the hospitality industry business since the violation of the right to smoke has begun is verifiable, quantifiable, thus conclusive evidence that the accomodation of smoking is an essential part of the work process of the hospitality industry. When this essential part is removed, there are many cases of activity cessation and consequential unemployment.
