Although the Research and Education portions of Proposition 99 are in separate accounts it should be noted that the funds dispersed by these two functions go hand in hand and have been used exclusively to persecute smokers. Research funds finance the endless studies which justify the smoking restrictions and punitive measures enacted against the very people who pay the tobacco tax.

Proposition 99 is the model which the anti-smoker movement wishes to be replicated in every state in the United States. The studies financed by California's tobacco tax are used throughout the country to persecute smokers on a national level.

Note: Proposition 99 is a separate tobacco tax. These figures do not include totals from the state tax OR city excise tax on tobacco these are separate taxes.
