The explicit intent is to protect the public from harm but the implicit motivation is made clear by the following key sentence: 'Because a violation of this prohibition [using a cellular phone while driving] would be a crime, the bill would impose a state-mandated local program by creating a NEW CRIME.' The officious sentiment expressed in this bill illustrates why satire is a dying art in America."
